SPSRC Club Constitution

1. NAME

The Club shall be called "Sandown Park Ski Racing Club" (SPSRC) and shall be affiliated to SnowsportGB through membership to Snowsport England and British Ski Racing Club rules.

2. OBJECTIVES

The Club's objectives shall be:-

a. To encourage and develop a keen interest in ski racing.

b. To develop racing techniques and expertise to the highest possible level.

c. To enter home and away ski racing events and to provide a team or teams of such standard as to improve the competitiveness.

d. To show the sport to be deserving of as much public support and interest
as possible.

e. To provide such other social and recreational pursuits as may be deemed desirable by the Management Committee.

3. OFFICERS

The Officers shall consist of:

i Chairman
ii Hon Secretary
iii Hon Treasurer
iv Hon Head of Training
v Hon Child Protection Officer

All of whom shall be elected at the Annual General Meeting.

A person may not be eligible to serve as an Officer of the Club until he or she has served as a Member of the Management Committee for a minimum of one year with the exception of the Honorary Child Protection Officer.

In addition, the Club may invite appropriate persons to be President and Vice President.

4. MANAGEMENT COMMITTEE

The Club shall be controlled by the Management Committee consisting of:
i The Officers
ii Five other Social Members
iii Club Coach
All of whom shall be elected at the Annual General Meeting.

A prospective Committee Member must be the Parent of a current Trainee or a person associated with the Club and invited by the Officers and the Committee to stand.

The property and assets of the Club shall be vested in the Management Committee.

The Management Committee shall meet monthly or as deemed necessary throughout the year. The proceedings of such meetings shall be duly recorded in a Minute Book and shall be distributed to all Management Committee Members prior to the next meeting.

At meetings of the Management Committee, five Members present form a quorum.

The Management Committee shall review all Applications for Membership of the Club.

The Management Committee shall also have the power to suspend or expel any Member deemed guilty of conduct prejudicial to the good name of the Club.

The Management Committee shall have the power to declare a seat vacant should a Member be absent from three consecutive meetings without an explanation deemed to be satisfactory. This seat will then remain vacant until the next General Meeting.

Should two or more vacancies occur, then an Extraordinary General Meeting will be called for the purposes of electing replacements.

The Management Committee shall have the power to co-opt additional assistance as deemed necessary.

It shall be normal practice that at any point in time not more than one Member of a family shall serve on the Management Committee.

5. SUB-COMMITTEES

The Management Committee shall have the power to appoint Sub-Committees as may from time to time be deemed necessary and shall receive reports from such Sub-Committees at its meetings.

A Sub-Committee shall normally consist of:

i Not less than two Social Members of the Club appointed by the Management Committee
ii A Chairman, who shall be a Member of the Management Committee
iii A Sub-Committee shall have the power to co-opt additional assistance as deemed necessary

At least the following Sub-Committees shall exist:

5a. TRAINING Sub-Committee

To consider all matters relating specifically to training and equipment. It shall consist of:

i Club Coach
ii Trainers
iii Social members as required


It shall appoint a Social Member (not necessarily a Committee Member) as Team Manager for each event (e.g. races and away Training Sessions) who shall look after the interests of Club Members at such events and shall provide a report, including results, on the event.

5b. SPONSORSHIP And FUND RAISING Sub-Committee

To ensure that sufficient funds are available in the Club by, for example, organising events and other activities to raise funds. It shall consist of:

i One Management Committee Member
ii Whoever else deemed necessary

5c. TRAVEL COMMITTEE

To be responsible for arranging the travel, accommodation and non skiing supervision for the Club's Snow Camps. It shall consist of:

i One Management Committee Member
ii Whoever else deemed necessary

6. MEMBERSHIP

There shall be five classes of Membership:

6a. SKIING MEMBERS:

Children and Junior Racers as defined by Snowsport England's Coaching Scheme. Racers under 20 years of age on the 1st January that falls within the current Membership year and Racers currently holding a FIS Licence, all of whom shall actively compete in ski races, attend SPSRC Snow camps and frequently attend Club training.

6b. SENIOR MEMBERS:

Senior Membership may be offered to Trainees over 20 years of age on 1st January falling within the current Membership Year who are non FIS License holders if they are seen to be actively pursuing their racing careers and representing the Club. This is awarded at the discretion of the Management Committee.

6c. SOCIAL MEMBERS:

Officers, Parents of Skiing Members and at the discretion of the Committee, other adults and former skiing Members who wish to be associated with the Club.

6d STUDENT MEMBERSHIP:

This Membership may be offered to Members who are unable to attend regularly because of their Educational Commitments and who otherwise fulfil the criteria for Skiing Membership. This Membership is at the discretion of the Management Committee and at a fee assessed by the Management Committee.

6e HONORARY MEMBERS:

Skiing Members who are past or present Members of the British or their National Alpine Teams and have reached 50 FIS points or below, may be granted Honorary Associate Membership at the discretion of the Management Committee.

The Club Coach and Trainers shall be granted Honorary Senior Membership.

6f Applicants for Skiing Membership

will be invited by the Management Committee to attend three Training Sessions for which a fee is payable in advance. Subject to a satisfactory report from the Club Coach they will then be accepted into the Club.

Once a Member of the Club, their attendance and improvement will be regularly assessed and then continued Membership reviewed. Renewal of Membership is always subject to specific Management Committee approval.

6g Guest Skiers

shall be allowed to attend Club Training Sessions subject to prior approval of the Club Coach, availability of space at the specified Session, their Membership of a recognized ski racing club and payment of the Guest fee.

The number of times attending as a Guest shall not exceed 3 times in any one year.

6h Register of Club Members

A register of Club Members shall be kept by the Hon. Secretary.

A Member wishing to resign shall give notice to this effect to the Hon. Secretary, such notice being accompanied by payment of all Club dues at that date. There shall be no refund of Membership Fees upon termination of Membership.

It is a condition of Membership categories a., b. & d. that Members must:

i Nominate SPSRC as their First Club when registering with Snowsport England under their Coaching Scheme governing ski racing on the snow and artificial slopes.

ii Not race for another Club if selected by SPSRC for a Team event.

All Members shall be eligible for selection to represent the Club at ski events and shall have equal rights in this respect.

7. SUBSCRIPTIONS

Subscriptions shall be set each year and announced at the AGM. Subscriptions may be payable in installments by post dated cheques - dates to be fixed by the Management Committee. Categories will be:

a) Skiing Members
b) Social Members
c) Student Members
d) Senior Members
e) Trial fee
f) Entry fee
g) Guest fee

The Club's Year shall be from 1st June in any year to 31st May in the following year. Skiing Members subscriptions for new Members shall be reduced pro-rata.

The level of subscriptions shall be fixed by the Management Committee and shall be payable by 1st September.

In the event of non payment of Subscriptions, Membership shall be deemed to have terminated.

8. ANNUAL GENERAL MEETING

The Annual General Meeting shall be held within 6 weeks of the Club's Year End.

The Honorary Secretary shall give at least 21 days written notice of the Meeting to all Members. Such notice shall include:


i List of current Members of the Management Committee and Sub-Committees

ii Invitation to volunteer for, or to nominate someone for, a position on one of the Committees.

The Meeting shall receive and approve:

a) A report from the Honorary Head of Training
b) A report from the Honorary Treasurer
c) An audited statement of accounts including a balance sheet and an analysis of income and expenditure.
d) A motion from the Management Committee changing the Club Rules in order to formally implement the level of Subscriptions for the coming year.

The Meeting shall also:-

i) Elect the Officers and Management Committee by ballot.
ii) Appoint an Auditor.
iii) Transact any other business as the Chairman may allow.

A vote at the Meeting will be allowed to each Social Member and to each Skiing Member over the age of 16 years. Each Proposal and each Candidate for election as an Officer or as a Member of the Management Committee shall be Proposed and Seconded by a Social Member.

9. EXTRAORDINARY GENERAL MEETING

An Extraordinary General Meeting may be convened by the Management Committee when deemed necessary and also on the written request of not less than 3 voting Members.

The Honorary Secretary shall give not less than 7 days written notice of such a Meeting to all Members. Eight voting Members shall form a quorum.

10. FINANCE

The Management Committee shall cause to be kept proper books of account which shall be audited annually. Official receipts for all moneys received shall be signed by the Honorary Treasurer.

The funds of the Club shall be banked at a suitable Bank as defined by the Management Committee, who shall authorize cheques to be signed by the Honorary Treasurer together with the Honorary Secretary or the Chairman.

11. ALTERATION TO RULES

No alteration to the Rules shall be made except at the Annual General Meeting or at an Extraordinary General Meeting, convened for that purpose and only if supported by a two-thirds majority of those present and voting at such a meeting.

The Hon. Secretary must notify Members of any proposed alteration to the rules on the Notice of Meeting.

12. CLUB COLOURS

The Club Colours shall be chosen / changed by the Membership and ratified by the Management Committee.

13. CLUB BADGE AND UNIFORM

The Club Badge and Uniform shall be determined by the Management Committee.

14. SAFETY RULES

Skiing Members must at all times wear protective equipment as directed by the Club Coach and Trainers. Members not complying with this rule may be asked to leave the slope.

15. ANY OTHER BUSINESS?

Any matters not governed by the foregoing rules shall be dealt with by the Management Committee, the decision of which body shall be final and binding.
